Description
The full Council met quarterly. Until 1835, it dealt directly with all the work of the Council, although ad-hoc committees were set up from time to time to investigate specific matters and report back to the Council. From 1835, gradually at first and then more rapidly, a committee structure grew up; responsibility to deal with specific aspects of the Council's work was delegated to committees, which then reported back to the full Council. The minutes are signed by the mayor.
