Description
The aim of the above report was 'to inquire into the changes which have taken place in the relations between Imperial and Local Taxation since the Report of the Royal Commission on Local Taxation in 1901' and 'to examine the several proposals made in the Reports of that Commission and to make recommendations on the subject for the consideration of His Majesty's Government, with a view to the introduction of legislation at an early date.' The Report contains sections on education, poor relief, police, roads, public health, criminal prosecution, vaccination, mental deficiency, Registrars of Births and Deaths, diseases of animals, agricultural rates and tithe rentals. It contains sections on the system of local taxation/rating i. e. valuation, collection and inequalities between local government areas. There are also thirteen appendices containing separate memorandums by the County Councils Association, the Land Values group of Members of Parliament, Mr. H. Tristram Eve, the Central Land Association and London County Council.
