Description
Although personnel management as a formal practice developed in the later twentieth-century, records recording the Council's relationship with its employees were created from a much earlier date.

Some of the records in this sub-fonds are strictly-speaking financial records, created by the Treasurer's Department. However, they have no long-term value as records of financial transactions; such detailed records are of limited value, and are summarised in other records which have been retained. These records merit preservation for the evidence they provide of the people who worked for the Council; the staff of the City Council are otherwise hard to trace.

The records include:
-records of salaries and pensions payments, including some weekly wages, 1909-1960s - these form the bulk of material in the sub-fonds
-series of filing: personnel training files 1960s-1970s; and personnel management policy files, 1974-1984
-staff handbooks, an equal opportunities booklet, an equalities policy booklet and a staff newsletter, all from the 1990s.
-Internal telephone directories 1980s-2002, guide to printing section services with staff pictures 1994,
